Does Lifting Tempo Matter?

A Wide Band of Tempos Lands in the Same Place
Tempo is a second-order variable. A meta-analysis of repetition duration found similar hypertrophy across roughly 0.5 to 8 seconds per rep [1]. Deliberately very slow reps, beyond about 10 seconds, came out worse.
Practically that means a controlled 2–3 second eccentric with full control on the concentric sits in exactly the same window as explosive reps with intact technique. Choosing between them is a matter of the exercise and preference, not physiology.
That range is wider than most people assume, and it is the main practical takeaway. A one-second rep and a six-second rep sit in the same window, so the argument about the "correct tempo" concerns differences the research did not detect.
The upper bound does have a physiological logic, though. Very slow reps force a substantial cut in load, and at a low enough weight the mechanical stimulus falls below the threshold at which the muscle has a reason to adapt.
Where Tempo Is Worth Controlling
Tempo is a tool for holding range of motion and position, not for increasing stimulus by itself. A slower eccentric on flyes or skull crushers stops you from bouncing out of the stretched position — and full range of motion has a documented advantage over partial work [2].
The reverse holds on strength lifts: deliberately slowing the concentric of a squat lowers the load you can handle with no strength benefit. The intent should be fast even when the bar moves slowly.
Tempo can also be a diagnostic tool. If you only lose position in a squat when descending fast, the problem is eccentric control rather than strength. Slowing the descent for two weeks usually fixes it faster than adding core exercises.
A brief pause in the bottom position works the same way. A one-second pause in a squat or bench removes the bounce and shows how much of your load comes from strength and how much from elastic energy. Occasionally unpleasant information, but useful.

Do slow reps build more muscle?
Not compared with a normal, controlled tempo. Very slow reps reduce load and reps, and the meta-analysis shows worse outcomes beyond about 10 seconds.
Is it worth writing tempo as 3-1-2-0?
As a teaching tool yes, as a permanent program rule rarely. It is simpler to write "controlled eccentric, no bouncing" and police range of motion instead.
